Two U-bolt sizes come in the box, and the hardware is rubber-capped so it won't mark the stroller frame. There's no drilling and nothing permanent: pick the U-bolt that fits, tighten the nuts, attach the holder to the 38 mm ball joint and set the angle with the thumbscrew. It takes under two minutes.
